Clermont County Auditor Announces Delay of Second-Half Property Tax Bills Due to Ohio HB 186 Taxpayer Credits

Clermont County Auditor Announces Delay of Second-Half Property Tax Bills Due to Ohio HB 186 Taxpayer Credits

Batavia, Ohio — The Clermont County Auditor’s Office announced today that the issuance of the Tax Year 2025 second-half real estate tax bills will be delayed as Clermont County works to implement taxpayer credits required under Ohio House Bill 186 (HB 186).

HB 186 was enacted to provide taxpayer protections and limit unintended increases in property taxes resulting from valuation growth. The Auditor’s Office is currently working with software vendors and the Ohio Department of Taxation to ensure credits are accurately calculated and applied to taxpayers’ second-half bills. Because these calculations require system modifications and levy-specific adjustments, the County has extended second-half billing deadlines to ensure taxpayers receive the full benefit intended under Ohio law.

“Our priority is making certain Clermont County taxpayers receive every dollar of relief they are entitled to under House Bill 186,” said Linda Fraley. “Accuracy is critical, and we do not want taxpayers overpaying before credits can be properly applied.”

The County is also coordinating with mortgage lenders and escrow servicers to minimize unnecessary overpayments and refund situations by encouraging lenders and escrow companies to temporarily hold automatic second-half tax disbursements until updated billing files are issued. Linda Fraley added, “This will help protect taxpayers from escrow shortages, refund delays, and billing confusion.”

The County continues working with the Ohio Department of Taxation and their software vendor regarding implementation timelines and billing adjustments associated with HB 186. Updated due dates and billing schedules will be publicly announced once finalized by the County Auditor and Treasurer offices.  Taxpayers should monitor official Clermont County communications for updates and the Auditor and Treasurer websites.
